The "Miyagi Prefecture Disaster Recovery Plan" outlines the 10 year course aiming at recovery from the enormous damage suffered as a result of the earthquake, and the massive tsunami following it, which struck Miyagi on March 11th, 2011.
Having been accepted by the Prefectural Assembly (Regular Session, September 2011), we would like to publically announce the Miyagi Prefecture Disaster Recovery Plan as outlined below.
By investigating the cause of this disaster and the damage it induced, and by creating both hard and soft countermeasures based on regional ways of life and historical viewpoints, we aim to prevent any loss of life should a similar disaster occur again, and to build communities strong against disasters in which people can live with peace of mind.
In remembrance of those who fell victim to this unprecedented disaster, we will plan for the recovery and further development of our strengths as a prefecture. Each citizen should recognize their own role toward this recovery, and we will hold close the bonds between Miyagi, Tohoku, and all of Japan.
Going beyond "recovery" of disaster affected areas and focusing on the state of the lives of prefectural citizens, we plan to create optimal infrastructure by drastically "re-structuring" the shape of the agriculture, forestry and fishing industries, commercial industry, and the organization of public facilities and disaster prevention facilities.
Amid the recovery from this disaster, we aim to engage in forward-looking community building that solves the variety of issues surrounding modern society and communities, such as the decline in population, the aging of society, environmental preservation, living in harmony with nature and creation of a safe, secure community.
Ten years after this disaster (in fiscal 2020), we will form a model for recovery from catastrophic damage, based on our accomplishment of recovery employing new institutional designs and bold methods.
This plan will be carried out over ten years, ending in fiscal 2020.
(It will be categorized into three parts: Restoration Period (3 years), Reconstruction Period (4 years), Development Period (3 years))
